Design of Overall Requirement coverage Report settings should be more user friendly

The design/display of Hierarchical/Flat options for the Overall (and Historical) Requirement Coverage can be improved:

The options are currently hidden on a generic menu on the corner of the page. The blank area next to the chart can be used to display the options in a "radio button"-like format so the options are always visible and easily accessible.
