Mitigate impact of Jira rich text editor Bug on Xray copy Test steps to defects feature

If an Issue Description contains only a table, it is impossible to add new content outside of the table in visual mode when using Firefox and IE11. It is only possible to add new content by switching to the text mode. This is a JIRA bug. see table visual editing issue.webm video in attachments.

This affects the Xray functionality of copying the Test steps to the description when creating a new Defect.

Xray should mitigate the impact of this bug because despite the fact there is a workaround, this problem spoils the user experience.
