Version change listener is triggering a re-index of all issues of the affected project whose issue types are set as requirement issue types even if the affected project is not a requirement project

A re-index operation on the issues whose issue types are set as requirement issue types in the given project is started after every operation on a version in the project regardless if the project is in the list of requirement projects or not.
