As a user, I can search any Test to associated with a Test Plan

As a user, I can search any Test to associated with a Test Plan (in the Test Plan creation) and not be limited to the options "Recent Issues" or "From Filter".

A search option like the one found in the "Test Plan \ Tests \ + Add \ Tests..." is the option that could be use to maintain coherence in the available options.
