As a user, I can restrict the autocomplete of Cucumber steps in the editor of PreConditions based on the used tags

As a user, I can restrict the autocomplete of Cucumber steps in the editor of Cucumber PreConditions (i.e. Backgrounds) based on the used tags.

The user shall be presented with a ordered list of all the tags used in the scope of that project. Then it should be possible to do a multiple selection of tags.

All selected tags will affect the suggestion of autocomplete steps in the editor.
