As a user, I can access the Automated Step Library associated with a given project

As a user, I can access the Automated Step Library associated with a given project.

The library can be accessed both from the top "Tests" menu and also from the project side bar.

It is only accessible if the project contains either Xray's "Test" or "Pre-Condition" issue types and if a general setting for enabling Automated Step Library is true (default).
