As system, Xray must be able to report some basic usage metrics

As system, Xray must be able to report some usage metrics. 

The administrator can either turn on or off this setting (on by default).

All metrics should be persisted to a local file that will be sent periodicaly (once per week) (once per day)

 UPDATE:

changed periodicity of data collection and data calculation to "daily" for the PRODUCTION build

The development/test build has a periodicity of 5 minutes
