When an error occurs when exporting a test plan report, the redirect URL is invalid.

The URL generated (in case of an English JIRA user) is:

/secure/XrayReport!default.jspa?hasErrors=true&error=An Error occured while generating the Test Plan report CSV file

This URL needs to be encoded.
