HP QC importer allows selection of non-valid projects

When selecting the JIRA project to import the HP QC tests into, the list of projects is not filtered correctly. It displays projects that do not contain the Issue Type Test and therefore cannot be used to import HP QC tests. The output log also does not provide any indications of this error and only displays a generic error for each Test that failed to import, which in this case will be all Tests.
