As a user, I can associate Tests with Requirements using custom actions provided by Xray

Using JIRA's default link dialog can induce errors on associating Tests with Requirements and Requirements with Tests. The issue link type must be correct or else the association will not work for Requirement Coverage.

Because of this, Xray should provide custom actions for linking Requirement and Test issues. These actions must be available in the actions menu on the applicable issue types.

A new dialog must be created that will only present to the user the issue search field. The issue link type is filled automatically based in the action context.
