As a user, I can review Test Runs

As a user, I can review Test Runs by flagging them as reviewed/not reviewed so that its results can formally be considered as being valid.

A reviewed Test Run cannot be edited.

Only users allowed to edit the related Test Execution can change the reviewed flag.

It should be possible to mark the Test Run as reviewed and to unmark it.

It should also be possible to filter Test Runs by the review flag on the Test Execution issue screen. A column with the review flag must also be provided on the Test Execution Test Runs data table.
