As system, notications can be sent whenever a user is mentioned in a Test Run

As system, notications can be sent whenever a user is mentioned in a Test Run.

For this, Xray must create a new event named "Test Run user mention" that shall be triggered when:

• in the Test Run execution screen, a user is mentioned in the global Comments section
• in the Test Run execution screen, a user is mentioned in the step level Comments section of a Manual Test

 Notifications for this event can be configured in the Notification Scheme.
