Calculate the test plan status using the lucene indexed test run statuses

Since we now have the TestRunStatus indexed by status+testplan+environment, we are now able to use that information to calculate the status bar of a test plan in a more efficient way.

The goal is to apply this change to most situations where the test plan status bar is displayed (test plan board, test plan issue view page, etc).

Improvements are effective in:

1. Test Plan issue view page (Overall Execution Status)
2. Test Plan Bar in Test Plan Board
3. Test issue view page (Table of Test Plan)
4. Test Plan bar Custom Field in Issue search page
