As an administrator, I can define certain project types to have requirement coverage enabled or not by default

Jira administrators should be able to define certain project types to have requirement coverage enabled by default for newly created projects.

ACs:

• A new settings must be provided on the Requirement Projects configuration page for this feature
• Users can select projects that are Requirement Projects by default from the following options:
  • All projects containing issue types mapped as Requirements.
  • All projects of the given Categories.
• This setting will only have effect on newly created projects.
