Xray is validating for users with the project role named "Administrators" instead of validating if the user has a role with Administer projects permission

For the project settings action Enable requirement coverage, Xray performs the following validation:

• The user is a JIRA administrator
• The user has the project role named "Administrators"

The second validation is wrong, it should not be validating for the role named "Administrators", it should be validating if the user have a project role with Administer projects permission.

in the example above, both roles should be able to enable the requirement coverage but it is currently not the case.

When users try to enable the requirement coverage they are redirected to the login page even if they have a project role with Administer project permission.
