The Xray Test Case Importer is creating values automatically, if they do not exist. This affects fields such as Priority, Select Options, etc

Using the Xray Test Case importer, when we import new tests, the importer tool is not validating if the values exists for the Select/Checkbox List and if the value doens't exist, the value is added to the CF Select/Checkbox List.

Currently, the new values are created by any user (even a non-admin user) when importing new tests. These created values will be available in all projects in the instance.

The expected behaviour should be similar to the native JIRA importer, where values that do not exist, should be left empty and are not created.
