As an administrator, I can define the user groups allowed to use "Enable/Disabled Requirement Coverage" in project settings

As an administrator, I can define the user groups that are allowed to "Enable/Disable Requirement Coverage" in the project settings. 

Only users belonging to these groups should be able to use this option. 

By default, upon the first instalation, the setting should be set with "jira-administrators" if that group exists.
