Test Set filter in Test Plan is not showing all related Test Sets nor allowing to make autocomplete properly

The Test Set filter in the Test Plans "Filters" section is not behaving properly.

• whenever there are many Test Sets, they don't appear in the dropdown, which seems to be limiting them (there is no vertical scrolling)
• autocomplete doesn't seem be working, neither by issue key nor by summary
