Link Test Step edition status to entry editable status

Currently I set up a workflow to avoid edition of a test thank to to workflow propertiy :
for particulars step (eg : for review / closed) the property 'jira.issue.editable' is set to flase.
Works fine (option edit issue is not available and standard field can not be edited) except for 'Manual Test Steps' fields.
Actually my need is to find a way to prevent step update while scenario are under review/reviewed, a kind of scenario 'freeze'
