"Create Another" check box and dialog not displayed on a Test Plan context

When trying to Create a new issue on the context of a Test Plan page, the "Create Another" check box and dialog aren't being displayed.
This only occurs on the context of a Test Plan.

Steps to replicate:

• Navigate to a Test Plan issue;
• Click Create on the JIRA topbar;
• Notice the absence of the "Create Another" check box and dialog on the pop-over dialog.
