URL encoding is not working in IE 11 when creating Test Executions

And this is a problem when using text with accented characters like (ç,ã,ü, etc.).
This happens for instance when using Jira in German because the default summary text for the Test Execution has an accented chars.

Places where this problem happens:

1. Creating a Test Execution from the Test
2. Creating a Test Execution from the Test Plan
