As system, I provide a revamped UI for the Xray issue picker dialog

The Xray issue picker dialog must display a revamped UI with a new organisation.

ACs:

• there must be 3 different tabs in the dialog:
  • Select
    • contains a single field with the history issue picker
  • Search
    • contains the filters in the left panel, disposed vertically
    • additional filters can be added in the end with a config button at the top
    • contains also the search and clear buttons at the bottom
    • right panel displays the issues datatable
  • JQL
    • contains a single JQL field with a search button spanning horizontally
    • issues datatable appears bellow
