As admin, I can configure whether to display Pre-Condition field above Test Details field or bellow

Having the Pre-Condition field displayed below the Test Details field is counter-intuitive and can lead to the Pre-Condition information being missed prior to attempting to perform the Test steps.

Xray must provide a configuration option in the General Preferences page for configuring if the Pre-Condition section is displayed above or bellow the Test Details section.
