Automated Steps Library integrity check should be moved to the project administration

Currently, only Jira administrators are able to check and fix incoherences with the Automated Steps Library. It's mandatory to specify a project when running the checker.

My suggestion is to add this integrity check on the project level so the project administrator could perform that fix without needing the assistance of a Jira administration.
