As admin, I can configure custom Test Step statuses

Custom Test Step statuses should be supported by Xray. Xray must provide a new configuration page to allow JIRA administrators to configure new custom Test Step statuses. Each Custom Test Step Status must be associated with a Test Run Status in Xray. This allows Xray to automatically calculate the status of a Test Run based on the Test Step statuses.
