Xray custom fields name shows i18n key as it is.

Steps to Reproduce

1. Move to Jira Administration > Issues > Custom fields
2. Check "Test Type" field

Expected Results

Field name show "Test Type".
Field description show "Choose the Test Type".

Actual Results

Field name show "custom-field.name.test-type".
Field description show "custom-field.description.test-type".

• All Xray custom fields are affected by this issue.
