Test Case Importer Assumes Wrong Workflow When More Than One Available

When using Test Case Importer to you import a CSV that don't have a status defined, and there is more than one workflow available for a given project, the, Xray will pick the first workflow available - not checking if that workflow it's associated with the correct Issue type (Test). Tested on Xray 3.3.8/Jira 7.12

1. On Project Settings, create a new workflow that starts with TODO
   
2. After that use the Test Case Importer to import a CSV that only have the necessary columns to be imported ( TCID, Summary and Steps)
3. Error message will pop up and on the logs a error should appear saying that "Status [Open] does not have a linked step in the ..."
