As an user I can add a description to the Automated steps stored in the library

As an user I can add a description to the Automated steps stored in the library.

This description would be stored in Jira with the stored step and will allow to provide a description of the purpose of the respective step. So that it can give some insight of where the step can be used and why.
Additionally a REST API endpoint should also be provide to add/update the description.
