Searcher does not work correctly (Import Steps > From Test...)

When we search for an issue with a low issue key (first issues created) we will not be able to select it because it will only appear 20 issues, although it shows information that it finds more:

Steps to reproduce
 
1 - Go to a Test (for instance: CALC-790)
2 - Go to Import Steps
3 - Choose From Test
4 - Search from CALC-2 (for instance)
