As a user, I can link a Test Plan with a Requirement

A common use case is to use a Test Plan issue to group all Tests for an Epic. 

Xray must provide the ability to link a Test Plan with a Requirement issue. All Tests within a Test Plan will automatically cover the Requirement issue just like using Tests Sets.
