Description
As a user, I can export test data with all Manual Test Steps when I export search issues result to Excel.
This implies the ability to import this excel information, accordingly converted to CSV, back to JIRA.

XRAY-545 As a user, I must be able to export Manual Test Steps attachments encoded in base64 embedded in the JSON format for manual steps. The import should also support importing these base 64 encoded attachments.
