Folder name is not correctly encoded for issue search in the Test Repository

When searching for issues in the Add Tests dialog, a JQL is generated to perform the search request.
One of the arguments for this JQL is the folder name. If this name includes characters that interfere with URL encoding, such as "&", the search request fails and an error is returned.
