As project admin, I can set a limit for the number of steps of manual tests

Project administrators must be able to limit the number of steps for manual tests. Xray must provide a project level entry for this configuration.

Setting a limit will not affect existing Test cases. New test steps can't be created on manual Tests if this limit has been reached or surpassed.

By default, there is no limit.
