As an admin, I want to be able to configure the maximum size that can be used to import the Execution results report, through the Xray Rest API

As an admin, I want to have a configuration in "Xray Settings" that defines the maximum file size that can be used when importing the Execution results through the Xray Rest API.
If this limit is trying to be exceeded, a message should be returned saying that the report size that is trying to import exceeds the maximum size allowed by the Xray configs.
