As system, I copy the Test Execution or Test labels when creating defects from executions

When creating defects from the execution screen, the create issue dialog must be filled with the Test or Test Execution labels automatically.

A new configuration option should be available for this feature. This configuration option must be similar to the environment field and the admins must configure an option with the following possibilities:

1. Do not copy
2. Test Execution
3. Test
4. Both
