Exception is thrown when accessing to the Xray Test Case Importer, if the user never opened any project in Jira

When a new user, tries to import new Tests through the Xray Test Case Importer, if he never opened any project (doesn't have any project listed under Projects menu), an exception is thrown ("canEditTestRepository" method).

Steps to reproduce

Create a new User. This new user doesn't have a "project history"
Go to System -> External System Import -> Xray Test Case Importer
