The user that modifies the issue, receives his notification due to the fact that he is a watcher of the issue

Steps to reproduce
We noticed the following wrong behaviours:
1 - Define all watchers on the notification scheme: "Test or Pre-Condition Updated"
2 - User X ist watcher of TEST-234
3 - User X changed something

Expected Result
The user does not get an email notification

Current result
User X get an email for his own change
