As a user, I can't import Test Step attachments using Xray Test Case Importer

How to replicate:

• the step attachment files to be imported should be located in the import/attachments subdirectory of the JIRA home directory (<JIRA_DATA_HOME>/import/attachments/);
• When the import is complete, note that the JIRA Attachments are imported, but the Step Attachments aren't; -> This is the Bug
