It is possible to assign a User without Project permissions to a Test Run

And this can be done in two locations:

1. In the Test Execution issue, in the 3 dots options / Assign:
   
2. And in the Test Run screen:
   

This user in these examples does not have any permissions in the project.

P.S.: This is not a security issue, since even though a user without permissions can be assigned, he cannot access it.
