Description

The configuration Tests per Test Plan, maximum allowed, in the Miscellaneous page is not respected in some actions:

Test Case Importer: whenever a link between Test Plan and Test is created, the config is not verified.

Clone Issue: giving a Test T1 that existis in a Test Plan, if we clone T1, T1_Clone will be linked to the Test Plan without validating the configuration.
