As project admin, I can configure a workflow status where Test Plans are locked for editing but Test Executions can be created

A common use case is to have a workflow for a Test Plan that goes from "Draft" -> "Approved" -> "Closed".

Users should be able to execute Tests and create new Test Executions for an "Approved" Test Plan but can not edit this issue as it has been already approved.

Currently, users can make the issue readonly in the workflow. However, this also prevents users from creating new Test Execution issues.
