Vertical scroll is not working on Xray text inline edit fields

The version scroll bar is overlaid by the edit bar for Xray inline edit fields. Users can's scroll in these fields because when they click the field enters in edit mode.

We are unable to scroll through the: Pre-condition : Condition field with the form in View mode. All attempts to click on the visible scrollbar enable edit mode, please see attachment. We have a workaround for the time being but our intent is to lock down (make read-only) all issues to view mode once a test or pre-condition has been finalized so this will quickly become a nuisance.
