As admin, I can configure for which Requirement issues the "Requirement Status" CF is visible with labels

A JIRA admin must be able to configure for which Requirement issues the "Requirement Status" CF is visible and calculated.

This must be achieved using a set of labels to allow and/or disallow Requirement Status calculation.

There should be 2 new fields in the Custom Fields configuration to configure:

• Allowed labels
• Disallowed labels

If the Allowed labels is empty then all labels are allowed.
