As admin, I can change the Xray issue link type inward and outward names

Currently, it is not possible to change the description on Xray inward and outward issue link types. When Xray is reactivated, it overwrites these names again, even if they are changed. This should not happen and Xray must identify these issue link types only by name and not inward or outward descriptions.

NOTE: If the descriptions are changed, Xray must be re-enable.
