[Jira 8.14] Creating a Defect in a Test Execution's step returns an empty dialogue

When using Jira 8.14, if creating a Defect in a step, the dialogue does not load and stays completely empty. Still works correctly when creating a Defect in the Defects column at the top of the page.

Pre-conditions:

• User is using J8.14.
• A Test Execution from a manual Test with steps is available.

How to reproduce:

1. Open the Test Execution
2. Scroll to one of the steps
3. Select + in the Defects of the step
4. Select "Create Defect"
5. Check behaviour

Actual result:

The dialogue does not load.

Expected result:

The Create Issue dialogue should load the as usual.
