Description

As a admin, I can disable/enable the "Load All" option of the Reports in the Xray global admin page.

In the Xray global administration page (under "Miscellaneous" tab) there should be a new checkbox: "Allow Loading All data in Xray Reports"
If the mentioned checkbox is checked, then the Reports should allow a user selecting the "Load All" option in the Reports.
If the mentioned checkbox is unchecked, then the Reports shouldn't have the "Load All" option in the Reports available.
