Creating Test Plans or Test Executions directly from the Test Repository Folder is triggering a "User does not have permissions to access this Test Plan repository" error

Creating Test Plans(TP) or Test Executions(TE) directly from the Test Repository Folder is triggering a "User does not have permissions to access this Test Plan repository" error.

If the users create the TPs or TEs from the Test Section on the right section, the error does not occur.
