As a user, I can create Test Sets from the requirement issue screen to cover the requirement

As a user, I can create Test Sets from the requirement issue screen, and link them automatically to the requirement.

Note: currently it's possible to create a Test Set using the "Create Test" action in the requirement issue screen; however, it won't create the link between the Test Set and the requirement issue.
