In Steps Dialog, the shortcuts SHIFT+TAB is not working.

Pre-conditions

A test with Test Steps

How to reproduce

1. Click on Steps Dialog;
2. Use the shortcut SHIFT+TAB several times
3. Try to access the last step already created.

Actual result/Attachments

A warning message appears "Please finish creating step #".

Expected result

Shift+Tab should go to the previous step. With a mouse, we can do this. Xray does not assume that a new Test Step is being created.
