An exception is thrown when trying to access the Requirement projects option

Description
If a user with admin permissions tries to access the option "Requirement projects", but never accessed any project (means no "Current project"), an exception is thrown.

1. Create/Have a user with admin permissions that never accessed any project
   

How to reproduce

1. Login in Jira
2. Go to the Jira administration -> Manage apps -> Xray - Requirement projects
